Limits Inspection - CIRS VOC System

Background

To improve ambient air quality, the State Council proposed the "Three-Year-Blue-Sky-Action Plan" in 2018.

On May 18, 2020, the Ministry of Ecology and Environment issued the "2020 Action Plan for VOCs Management (Exposure Draft)", which specified that the production, sale and use of products used for ship-painting and floor-painting should meet the concentration limits set up for hazardous substances in the "Limit of Harmful Substances of Marine Coatings (GB 38469-2019)" and "Limit of Harmful Substances of Interior Floor Coatings (GB 38468-2019)" from July 1, 2020. Architectural coatings and adhesives used in Beijing, Tianjin and Hebei shall meet the "Limit Standards of Volatile Organic Compounds of Architectural Coatings and Adhesives".

Overview of New Standards

In March 2020, the Standardization Administration of the People’s Republic of China released the Announcement on the Issuance of 7 national standards including the "Limit of Harmful Substances of Woodware Coatings", which provided limits for volatile organic compounds (VOCs) and other hazardous substances:

Relevant enterprises should ensure that their products meet the requirements of relevant national standards after the implementation time. At present, local laws, regulations and rules have been introduced at the local or regional level based on the “Air Pollution Prevention and Control Law” and the "Three-Year-Blue-Sky-Action Plan". High-risk and high-polluting products must be technically upgraded to meet the requirements of green production.
